For example social security, taxes, etc. In the past, you had to provide many copies of your various documents, fortunately things have changed.

Since 2019, Portuguese government agencies no longer accept identification cards or passports. Only the non-resident citizen card or the European resident certificate are accepted; therefore, it is essential to register with the SEF in Portugal.

In an effort to simplify administrative procedures for foreign nationals—whether from Europe or elsewhere—the Portuguese government, in coordination with the SEF, has introduced a citizen card for non-residents through the Simplex+ program that consolidates all your information.

How to Register with the SEF in Portugal

The non-resident citizen card (Certificado de registo de cidadão da União Europeia) is a card valid for 5 years that certifies your tax residency and confirms your presence on Portuguese soil.

This certificate is required and will be an essential part of completing your various administrative procedures, such as obtaining your Social Security number, your request for RNH and don't forget to register with your embassy.

To apply, you must go to the main city hall in your department or city; for example, if you live in Porto, each neighborhood has a «neighborhood city hall» and a «central city hall.» You will therefore need to go to the central city hall to submit your request. You will likely be asked to pay a fee of approximately 15 €.

Registering with the SEF in Portugal is a procedure you must complete as soon as you have a tax residence address (whether you’re renting or own the property). Without this document, you will not be able to update your tax address with the Portuguese tax authorities.

Documents Required to Register with the SEF in Portugal

Certificate of Residence (to be obtained from the freguesia where you live)

ID card / passport

Taxpayer number

A certificate from your French town hall clearly stating your arrival date and departure date.

The Non-Resident Citizen Card (Certificado de registo de cidadão da União Europeia) is a card valid for 5 years that certifies your tax residency and confirms your presence on Portuguese soil. Next, the SEF will conduct checks to confirm the application for a residence permit. The process, which previously took 40 minutes, is now expected to take 15 minutes.
