RNH status for retirees is changing

As we write these lines, the foreign press is announcing the end of RNH status for retiredwhen is it really!

These are just rumours

For the time being, these are just rumors, the government to announce at the end of 2019 is studying the possibility of making RNH status for retireesas it does for the asset status end 2019.

What the rumors say

The government is studying the possibility of introducing a minimum tax (IRS) for foreign retirees, which would be around 10 % or a minimum of €7,500.00/year, you'll see that this isn't very clear.

knowing that the first tax bracket in Portugal starts at €7,000.00 of annual income.

What, for example, will become of the tax treaty between France and Portugal?

Will the status of non-habitual resident change?

Fundamentally YES, the RNH will evolve, it has existed since 2009 and has never been modified, this tax advantage is starting to upset the Portuguese and certain political parties, for the moment nobody knows if the government will introduce a minimum tax or new conditions for obtaining it. Those who tell you otherwise have a crystal ball.


The 2020 budget is still being negotiated before the assembly and should be voted on between the end of January and the beginning of February. On this subject, the government is already well behind schedule, and its first budget (in October) was rejected by Brussels.

Of course, we're keeping a very close eye on this subject and the debates currently taking place in the assembly, and we'll keep you informed of any changes to non-habitual resident status for pensioners.
