A few months ago, we explained how to get a Social Security number in Portugal. Today we’re going to explain how to get a user number from the SNS. It’s important to know that the health center (SNS) is where you’ll be assigned a family doctor; it’s the only place authorized to administer vaccines to you or your children.
How to apply for an SNS User ID
Any foreign national legally residing in Portugal (that is, who is a tax resident of Portugal) may enroll in the public health services provided by the National Health Service.
Unlike Portuguese citizens, who receive their user number at birth when they are issued their identity card, foreign residents must apply for it at the same time they apply for a social security number.
When can you get your UTENTE number?
A foreign citizen may apply for a user number from the SNS (UTENTE) if his or her tax residence is in Portugal and he or she is enrolled in the social security system. .

What documents do I need to provide to obtain a UTENTE number?
If you are a foreign national living in Portugal, you must submit the following documents:
- Residence Permit
- Tax Identification Number (taxpayer ID card).
The European Union residence permit or certificate of residence, which you can obtain from the city hall in your place of residence; it is a mandatory document valid for 5 years that must then be renewed with the Border Service (SEF).
How to Get Your User ID
Once you have the documents, all you need to do is go to your health center and simply request them. You will immediately receive your UTENTE number and be assigned a family doctor.
You will also be asked to provide your health record and vaccination record so that we can verify that your vaccinations are up to date. Please also note that only health centers are authorized to administer mandatory vaccinations in Portugal.
