The Portuguese government presents its project to reform the status of RNH

A few days ago, we told you about the rumors announced that the Portuguese government was considering a reform of the status of non-habitual residents. This rumor was confirmed yesterday.

Pour mémoire, le régime des résidents non habituels (RNH), qui a été créé en 2009 et permet aux retraités étrangers d’échapper à la fiscalité à la fois dans leur pays d’origine et au Portugal. Le PS souhaite depuis quelques années, mettre fin à cette exonération fiscale en proposant l’application d’un taux d’imposition de 10 %.

« Les résidents non habituels du territoire portugais seront imposés au taux de 10 % par rapport au revenu net de leurs pensions », peut-on lire dans la proposition présentée à l’Assemblée. Les résidents étrangers non habituels ne seront plus exonérés d’impôts et paieront 10 % d’IRS », a confirmé Ana Catarina Mendes, lors de la conférence de presse de lundi après-midi.

The SP, on the other hand, suggests that this rate be applied only to new applicants, i.e. the tax exemption should be maintained for non-habitual residents already registered as such with the tax and customs authorities or whose application has already been submitted.

Les résidents étrangers qui procèderont à leur demande jusqu’au 31 mars 2020 ou 2021 (this subject is still rather vague), will still be eligible for the respective conditions in 2019 and 2020.
